An Intel Core i5-4590 CPU is required at a minimum to run Neon VR. However, the developers recommend a CPU greater or equal to an Intel Core i7-6700 to play the game. In terms of game file size, you will need at least 4 GB of free disk space available. By contrast, the game developers recommend somewhere around 6 GB of free disk space on your system drive. The cheapest graphics card you can play it on is an NVIDIA GeForce GTX 980. But, according to the developers the recommended graphics card is an NVIDIA GeForce GTX 1080.
