Purchases made with the Winx Party App are strictly connected to the Apple ID used to buy the items. The first time it is loaded, the new version of the App requires to confirm the Apple ID used to unlock the collections.
If the Apple ID is not inserted correctly, the collections are viewed as "locked", but if trying to buy again the additional collection packs these appear with a 0 € price.
Don't forget that after a purchase the account remains active and ready for a new transaction for 15 minutes.
